Normally, these publications are distributed to individuals and to institutions that subscribe through the Library of Congress. I personally place a great deal of importance on- this program and have been attempting to expand it. We all fully recognize the vital necessity of main- taining the security of classified information. However, some of the CIA's information and analysis can be made available on an unclassified basis. It is my hope that by putting this material into the public domain, we will be better able to protect the remaining information which must continue to be secret.
