O/DDA, phoned Acting Deputy Legislative Counsel, to report that Deputy Chief of the Photographic and Printing Division, had a request from a Lance Svendsen, of the House Select Committee on Assassinations, for enlargements of twenty photographs, nature undescribed except that they are considered "sensitive." The request had not come through OLC. 2. After some telephoning (G. Robert Blakey, Chief Counsel and Staff Director, HSCA, and Svendsen after he arrived at P&PD, with advice of of OGC) the following was ascertained: the Office of Security man working at HSCA undertook to make the arrangements, explaining how it got out of channels; the photographs consisted of twenty 35-mm slides of the autopsy of Martin Luther King; the slides had been made available by a county medical officer, with no conditions attached (therefore no copyright question, and no other federal government agency with a possible propriety interest); one copy only of each was desired, enlarged for use by a medical panel being convened by the HSCA; the HSCA considered it a reimbursable activity, to be charged to the Committee. 25X1 3. 1 phoned and stated that OGC saw no problems in the Agency providing this service. asked that his work order show the following: that q representative of the HSCA was to be present during the entire procedure; thacopy only be made of each slide; that the Agency was to keep no copies of any of the material, all being removed by the HSCA representative; that the cost of the work was to be reimbursable by HSCA. His work order will record me as authorizing the work. S. D.
