Appropriations Committee staff, called NFAC/CSS,v and
~~requested a briefing on Soviet electronic warfare capabilities. The
briefing is set for 3:00 p. m, on Thursday, 27 April 1978.

Huddleston (D. , Ky.) who wanted to know if the Soviets were buildin a
new submarine base in Cuba. After checking with

14. LIAISON Called Dr. Henry Myers, staff of the
House Interior and Insular Affairs Committee, and discussed further his
call to of yesterda concerning ~ The classified page 25X1
that Dr. Myers mentioned to ~ concerned part of Carl I7uckett's,
formex DDS&T, testimony to the Nuclear Regulatory Commission (NRC)
in February 1968. The page was inadvertently included in one of the
30 copies of a report which the NRC had provided to the Committee for
public distxibution. The one copy with this classified page was sent. to the
National Resources Defense Council, a private public interest gxoup. The
cornrnents of Mr. Duckett were picked up by the press at the Caxnmittee
hearings about a month ago. Dr. Myers doubted that there would be any
further publicity. Dr. Myers requested that the review of Agency records
to substantiate Duckett's testimony include all of the information that he
provided and not only the continents iri the released page. DDO 25X1
was advised and is following through with the request.

for Senator Mike Gravel (D. , Alaska), called saying that the Senator was
interested in putting together a joint commission on a sea level canal now
that the Panama Canal Treaties have been signed. He said that from time
to time the Senator would be talking to Latin American officials and asked
if we could support him

(D. , Pa. ), who requested a copy of an Agency publication
entitled "Communist Aid to the Less Developed Countries of the
Free World, 1976. " I told him a copy would be forwarded to him.
7. LIAISON Received a call from
Bill Hagen, emocratic u y Group staff, who wanted to check
on some names and telephone numbers of the Agency's
Congressional liaison people. I confirmed the numbers he had
for the Office of Legislative Counsel and provided him with the
names of the current Acting Legislative Counsel and Acting Deputy
Legislative Counsel.
8. EMPLOYMENT Received a call
from Louise, on a sta~ o t e House Committee on Education
and Labor. She asked far the telephone number and address
of Deputy Director of Personnel. I told her that
if she wanted to refer someone for employment with the Agency
I would be glad to handle it. She said that her boss wanted to deal
directly with since he was a personal friend. I
provided the phone number and mailing address to her.
9. LIAISON Took a call from Duke Short,
on the staff of the Senate Judiciary Committee, Subcommittee on
Internal Security. Short said that Senator Strom Thurmond (R. , S. C.) had
information indicating that the Agency had been aware of Panamanian
plans to destroy the Panama Canal if the Treaty had been defeated
by the Senate. Senator Thurmond now wants to know whether it was
true that the Agency had such information, whether the Administration
was informed of such information and whether the Congress was briefed
about it. I arranged for NFAC/CSS, to meet with Short
on this subject at 11;30 a. m. , on 21 April 1978.
10. THIRD AGENCY Called Dan Coulson,
Office of Legislative Affairs, FBI, to reiterate the Agency's position
that certain FBI documents containing CIA information should not be
provided to the Subcommittee on International Organizations, House
International Relations Committee, without first being sanitized. Coulson
said that he understood and was in agreement with this position.

24. BRIEFING Accompanied 25X1
C/SALT Staff, NFAC, and C?WI, to brief William G. Mil er,
Staff Director, Senate Select Committee on Intelligence, Ted Ralston. and
Ed Levine, of the Committee staff. The briefing took place in G-308
Dirks en Senate Office Building and was on the subject of Soviet anti-
satellite destructive capabilities and background details on possible
The staffers found the briefing very useful and
indicated that Senator Adlai E. Stevenson (D. , Ill. } might wish to
receive a similar briefing subsequently.
25, LIAISON Called Barbara Allem,
Senate Foreign Relatians Committee staff, and asked that the Committee
update the background information on George W. Ashworth, also of the
Committee staff. This is so the Agency can proceed to process the
Committee request for one additional compartmexzted clearance. Ms. Allem
told me that she would alert us when the Committee requested the update..
