The eighth session of the FOREIGN AFFAIRS INTERDEPARTMENTAL SE_',`L.
will be conducted by the Foreign Service Institute from May 1 - 12, 973. Its purpc:.::
furnish the officer having foreign affairs responsibilities an advanced, intensive expc.:
coordination, and execution of U. S. foreign policy. Emphasis is pl:k.
formulation
,
current major foreign and national security problems, domestic factors affecting polio
such critical international issues as food, population, and energy. Special attention
given to the problems of modernization and development in the Third World, to
.lateral diplomacy, and.. to the north-south dialogue.
The rnlenary sessions focus on-broad policy problems and their interdependence,
al study groups provide participants an opportunity to examine issues peculiar to .Teo
areas of personal and- job related. interests, and to discuss the manner in which tl,.,
Government coordinates and implements its policy in these areas.
The seminar draws its speakers and discussion leaders from the Government,
embassies, universities, and the business world. In each case, the speaker is a rcc
authority. hi his/her field by virtue of official position, or extensive study and e>>;:
or both. The interdepartmental nature of the seminar and the intimacy of titn?
regional study groups allow the participant to gain an appreciation of the view poi'
other Government agencies and, the role each plays in foreign policy-making and c

ELIGIBILITY: Officers.of U.S. Government Agencies
directly involved or having periphial interests in foreign
affairs. Preference is given to those with the rank of
FSO/R/RU-4 or above, or the military or civil service
equivalent (Lt. Colonel, Commander, GS-13, or above).
However, an officer of lower, rank may be enrolled on an
exception-to-policy basis if the sponsoring agency believes
the:.:semi_nax, will. be beneficial to. the participant. in a
current or--projected-assignment.' For those agencies not
sharing in the cost of the program, reimbursement will be
requested on a tuition basis at'the rate of $287-for the
two-week session.
TIME AND PLACE: Monday, May 1, through Friday,
May 12, 1978, State Department Annex 15 (SA-15), 1800
N. Kent Street (Plaza East), Rosslyn, Arlington, Va.
(3rd floor).

APPLICATIONS: Interested personnel should complete
the form on the `following page of this notice, detach,
obtain supervisor approval, and take to their respective
training officer for processing. All applications must
include the applicant's first and second choices for the
regional. study group in which he/she wishes to participate.
Application for the May 1 session should be submitted.as
soon as possible but not later than'April14. Late
applications should be cleared with the Program Assistant
Mrs. Mildred Bush.at (703)235-8776 prior to submission.
SECURITY CLEARANCE: Secret required.
ATTENDANCE: Nominating agencies should assure that
their nominees will be able to devote their maximum time to the
FAIS.coiirs'e during this -two-week-period. Organization-
demands on the students' time --- e.g. requests to return.-
for'office-meetings or to handle continuing office business
during seminar' sessions not only detract from the individual's
learning experience but also tend to disrupt the seminar
atmosphere which is the basis for,this valuable instruction.
