Dear Stan,
Your proposal to seek legislation to increase the
protection against disclosure of the names of CIA officers
or agents is both timely and necessary. I am reluctant,
however, to take the approach of amending 18 U.S.C. 9 798
which deals with communications intelligence. If there is
sufficient support in the Congress to enact this legisla-
tion, it will be equally feasible to amend Title 18 to
insert a new provision dealing exclusively with this
problem, as Senator Bentsen's bill does. I would much
prefer this approach.
