Dear Admiral Tu-r_ner :
Enclosed are two copies of our report which addresses
the management and operational capabilities of the Depart-
ment of Defense reconnaissance/intelligence mission.
The report contains recommendations to the Congress
and to the Secretary of Defense aimed at improving the
support needed to meet Department of Defense reconnaissance/
intelligence requirements in Europe, particularly the war-
time requirements of tactical military units.
Copies of the secret report are being provided to the
Congress and the Department of Defense through the normal
channels used for classified reports. Distribution of the
highly' classified supplement is being handled separately by
the Department of Defense. The only congressional commit-
tees to receive copies will be the Select Committees on
Intelligence.
