Economic benefits are possible in the follow- ing areas: the availability of the combined CIA and DIA ADP services a maintenance support o site preparation a space utilization a facility management v ADP resource sharing. Estimates of savings are included but it must be recognized that these figures are not based on a detailed analysis and are subject to revision. Additional benefits would be realized throe h to the analyst: of both agencies. Assumptions The following assumptions are used in this paper: .o Occupancy of a new DIA/CIA building .at Langley will begin in 1982. Benefits are in 1982 and future years. o DIA-SAFE (formerly ADISS) will be the follow-on system to DIAOLS and will achieve operational capability in ].982. o The CIA-SAFE system will be separate from DIA-SAFE, and CIA-SAFE will achieve operational capability in 1982. o Any ADP management and security issues between CIA and.DIA can be resolved. Approved For Release 2004/12/22 : CIA-RDP81 M00980R001400090050-3 Approved For Release 2004/12/22 : CIAtRDP81 M00980R001400090050-3 Maintenance Sut}port Location of DIA ADP facilities at Langley would allow centralized maintenance support for all CIA and DIA ADP equipi::ent. Although the vendor mix in 1902 and future years cannot be predicted now, it is likely that common vendors will be used by CIA and DIA. Both agencies have equipment from the same vendors now and the hardware for CIA-SAFE and DIA-SAFE will be from common sources. . An estimate of the cost savings resulting from centralized ADP maintenance support is a minimum of $150,000 per year. In addition, travel time to repair terminals connected to common systems such as CANS, and CIA/DIA SAFE would be reduced. Site Preparation Construction of a single computer site or multiple contiguous computer sites in a new building would be more cost effective than constructing separate sites in the CIA headquarters and the new DIA building. The CIA/DIA SAFE yst.ems, for instance, could be installed in a con mon site thus saving duplication of alternate (emergency) power sources, uninterruptable power supplies, air conditioning, vaulted areas, tape libraries, fire detection and suppression systems, etc. The cost benefit of collocating the CIA/DIA.SAFE computer sites at Langley rather than building two separate sites is estimated at $1,000,000. This would, however, require additional space in the new building for ADP equipment and supporting personnel over that- projected in present DIA building plans. It would not he cost effective to move installed computer sites in the CIA Headquarters building to a new building. The investment in environmental. and utility systems that would have to be duplicated plus the cost of moving the equipment would be several. million dollars. Space..Uti.lization Consolidation of ADP sites also results in better space utilization. 2 Approved For Release 2004/12/22 : CIA-RDP81 M00980R001400090050-3 Approved For Release 2004/12/22 : CIA.RbP81 M00980R001400090050-3 The CIA and DIA SAFE systems would each require approximately 20,000 square feet of space if installed in separate buildings. Combined into one site it is estimated that these two systems could be configured in approximately 30,000 square feet, a net savings of 10,000 square feet. Facility Management CIA and DIA both provide 24 hour/day, 7 day/week service to ADP users. Combining machines in fewer computer centers and reducing the number of remote job entry stations would reduce the number of people needed by 10-20% over operating separate centers. For the CIA/DIA SAFE systems, a combined facility operation would save 8-16 positions over operating separate sites. The dollar value of this savings .is estimated to be $500,000 per year. ADP Resource Sharing The CIA computer facilities planned for 1982 and future years would be able to absorb the DIA IBM S/360/65 batch load and the DIAC`LS non-intelligence applications (Note: not on-line DIxAOLS services). This sharing of resources would eliminate one computer thus saving some 800 square feet of machine room space and $22,000 per year in maintenance charges. Offloading non-intelligence applications from DIA-SATE would give better response to intelligence analysts using this system. The ADSTAR system will provide a document storage and retrieval capability for CIA. A similar requirement is predicted for DIA-SAE?E. Collocating and combining input processing and /1DSTAl document storage and retrieval for CIA and DIA could save $1,000,000 over developing a duplicate system. Additional positions and space would he required in Headquarters, however, to support the DIA load. A greater potential for sharing data files would result from collocation of CIA and DIA-SAFE. A CIA analyst using SAFE, for instance, could have a -subset of the Order of Battle file stored in SAFE. Easy access to the full OB file in DIA-SAFE would eliminate the need for the duplicate file.
