THE DEPUTY SECRETARY OF DEFENSE WASHINGTON, D. C. 20301 MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE SUBJECT: DIA Building at Langley Your idea for combining the new DIA building with the CIA facilities at Langley is certainly appealing. We have had difficulties in getting this facility through the decision process and new ideas for satisfying this need are welcome. This particular option has further appeal when combined with an alternative for colocating the NITC with the CCF in the Pentagon. We urge that we take quick action in considering this alternative as part of this review cycle. I wbuld like to make a determination on feasibility within three weeks. Let's both designate an individual to develop this concept further. f DIA, will represent DoD. He is the officer who can best express the requirements and scope necessary for this new DIA facility. This suggestion could run head-on into the National Capital Planning Conrission approved plans and, perhaps more importantly, thwart the Agency in some of its long-range plans for another building to consolidate ourselves in one location. Cur- rently, we are scattered about in the Metropolitan Washington area in about different. 1 tions. DIA Building:' Secretary Duncan i di t d n ca e they had a $77 million excess in MILCON funds in FY 77 The belie e th . y v ere is some legal way to apply this to the proposed DIA building, although they would have to get Congressional authorization. I made two comments: a. The building should be smaller than that proposed, b. The building should be located on the CIA land so that the analysts of the two principal production a en i i h g c es n t e --Intelligence Community could be in close and frequent coordination. I d expresse my view that this could do more than most anything else. to reduce parochialism and promote understanding and cooperation - aspects of this quicifly.
