MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: DIA Building at Langley
Your idea for combining the new DIA building with the CIA facilities at
Langley is certainly appealing. We have had difficulties in getting
this facility through the decision process and new ideas for satisfying
this need are welcome. This particular option has further appeal when
combined with an alternative for colocating the NITC with the CCF in
the Pentagon.
We urge that we take quick action in considering this alternative as
part of this review cycle. I wbuld like to make a determination on
feasibility within three weeks. Let's both designate an individual to
develop this concept further. f DIA, will represent
DoD. He is the officer who can best express the requirements and scope
necessary for this new DIA facility.

I note that you have reacted
favorably to a DOD proposal to
construct a DIA building and have
gone so far as to suggest it tight

Langley. This suggestion could
run head-on into the National
Capital Planning Conrission
approved plans and, perhaps more
importantly, thwart the Agency in
some of its long-range plans for
another building to consolidate
