12.1 1 LIAISON Jack Ticer, Senate
Armed Services Committee staf, called to inquire about the
status of 0 clearances for George Foster, of the
Committee staff. Mr. Foster will be traveling to the West
Coast and needs the clearances for reviewing certain programs.
Arrangements were made for the clearances to be approved and
for Mr. Foster to be appropriately briefed.
13. LIAISON Called Joseph Frumkin, on
the staff of Senator ohn Heinz III (R., Pa.)., who prompted
the letter from GAO to the Agency dated 24 October 1978
requesting extensive data on the extent to which the Agency
conducts research on the Soviet Union. Frumkin accepted the
limited response that the Agency will make based on the criteria
that we previously discussed (see Memorandum For the Record.)
The response is being prepared by NFAC...
14. LIAISON Mr. Hitz and I had lunch
in the Senate dining room with ben Parkinson, Senator Dale L.
Bumpers' (D., Ark.) staff representative.on the Senate Appropriations
Subcommittee on Defense. Mr. Parkinson stressed his need for
Agency briefings, particularly in relation to SALT, in order to
assure that he keeps Senator Bumpers informed. We also talked
about arranging a trip for Senator Bumpers to the West Coast to
visit technical intelligence collection facilities early on in
the next session. Mr. Parkinson emphasized that Senator Bumpers
has expressed a strong interest in intelligence and will be
following the activities of the Agency closely. Mr. Hitz
assured that we will provide full support.
15. THIRD AGENCY Called Mary Rose,
secretary to NRC Commissioner John Ahearne, and arrangements were
made for the CIA documents on to be hand carried by an 25X1
Agency representative to Mr. A earn s office, Room 1156, 1717 H
Street N.W. at 10:00 a.m. Friday, 3 November. The representative
will remain with the documents during the review. The other
Commissioners will review the same material at a later date
under the same arrangements.
16. THIRD AGENCY Called the
secretary of Assistant Attorney eneral Robert L. Keuch,
Department of MJztice to determine where within the Agency
uce, in May, referred a letter from a constituent of Senator
John G. Tower (R., Texas) since we could find no record of it
having been received. Further checking revealed that the
letter was sent to the Agency without the covering letter from
Senator Tower's office. The letter was routed to the Office of
Security and no action was taken since it was considered a "crank"
letter by the Office of Security and further, that office does
not respond to inquiries from inmates of a prison as a matter. of
