Austen, f our Denver Regional Office. Mr. Austen's clearance is requested as part of our staff augmentation for our NSA audit site. Our planned expansion of audit activities at the Agency and our other audits of Command, Control and Communications systems require some field staff capable of assisting us on a day to day basis. In this regard, Mr. Austen is totally familiar with the Command, Control and Communications area and would be able to satisfy our need with the appropriate clearance. Recent work at the North American Air Defense Command (NORAD) demonstrates our need. For example, we completed a review of NORAD's ADP system upgrade known as the 427M Improvement Program (assignment code 941153) which required frequent contact with resident intelligence officers. As a result of our coordination, an unclassified report is being issued this month. Also, we are currently reviewing NORAD's sensor systems (assignment code 941162) and have just received a Congressional request to review the World Wide Military Command and Control System and NORAD's Intelli- gence Data Handling System (assignment code 941168). However, in this instance, we have been advised by the NORAD Assistant Deputy Chief of Staff for Intelligence and others that our future endeavors, to be meaning- ful, will require a properly cleared person, on site, to see and analyze pertinent data, since most of this information is at the S.I. level. He can best handle our day to day requirements at NORAD and also provide assistance to the Logistics and Communications Division, as needed, in other areas of the Western United States. He would, in effect, be our western U.S. representative. His work will be controlled by the GAO resident NSA audit manager. This will be a long-term commitment for Mr. Austen.
