LIAISON In follow-up to his call on Saturday, I called Howard Liebengood, Legislative Assistant to Senate Minority Leader Howard Baker (R., Tenn.), and suggested. that we put together the NID articles which have appeared in the last week or so on the Nicaragua situation and that following his review he could determine if he felt Senator Baker would want a personal briefing. Liebengood liked this idea and the material will be sent to the Senate Select Committee on Intelligence for his attention. 3. LIAISON Called Lefty Anderson, on the House Appropriations Surveys and Investigations Staff, and he told me that the project which would be assigned to the reimbursable detail from the Agency would be a Department of Interior program involving the boundries of Government land. 4. LIAISON Informed Jack Ticer, Senate Armed Services Committee staff, that the item he had called me about last week appears to involve a forgery and made arrange- ments for Ticer to receive a briefing on the matter. 5. BRIEFING Bill Hogan, House Armed Services Committee staff, called concerning the mutual balance force reduction (MBFR) briefing scheduled for 27 September for a panel of Committee members. We discussed the security level of the briefing and the need for appropriate clearances. He will check this out and get back in touch with us tomorrow. Approved For Release 2004 . I I LIAISON Spoke to Ed Fritts, 25 GAO, concerning his request for any useful information in connection with a study they are conducting on near term potential of manufacturing in space and told him we are still checking it out and that would be getting back in touch with him., 2. LIAISON Spoke to Bill Miller, Staff Director, Senate Select Committee on Intelligence, and alerted him to the im- pending declassification of the "fact of," what it does and doesn't mean, and told him that the Chairman would be receiving a letter shortly asking that he appropriately instruct Committee members and staff concerning this matter. Miller appreciated the alert and wondered what this portends for the ultimate declassification of the existence of a sensitive office. We also discussed what the Committee needs on a sensitive case and we are making arrangements for DDO to provide same. At this point, Senator Malcolm Wallop (R., Wyo.) is principally interested. 3, LIAISON Spoke to Tom Latimer, Staff Director, House Permanent Select Committee on Intelligence, and alerted him to the impending declassification of the "fact of," what it does and doesn't mean, and told him that the Chairman would be receiving a letter shortly asking that he appropriately instruct Committee members and staff concerning this matter. Latimer thanked me for the alert and wondered what this portends for the ultimate declassification of the existence of a''sensitive office. 4. LIAISON Spoke with both Arnold Kanter, Deputy Director, ys e s Analysis, Bureau of Politico-Military Affairs, State Department, and Kathy Smith, State Congressional Relations, in the interest of coordinating the activities they are undertaking on the Hill with respect to the declassification of "fact of" with the letters being transmitted to various committees by the De utyy Director. Ms. Smith advised that Roy Werner, Senate Foreign Relations Committee staff, advised that Senator John Glenn (D., Ohio) is really not interested in the legal aspects of thel case and would 25 prefer a session solely with 1 IC/SP upport Staff, on 25 the subject of substantive implications. Smith will advise Herbert Hansel, State Legal Adviser, that his presence is no longer required and we will. make arrangements for briefing of Senator Glenn.
