This is in response to your request foi views on
enrolled bill H.R. 9998, the "Ocean Shipping Act of 1978."
The Central Intelligence Agency did have a problem with
a provision in the bill as introduced regarding access to
information by the Federal Maritime Commission. However,
this provision was deleted by the House Committee on
Merchant Marine and Fisheries when that Committee reported
the bill. ,therefore,
