SUBJECT Reducing the Number of Executive
Branch Reports to Congress
REFERENCE OLC 78-2688/1 of 27 July 1978
1. With regard to updating Tab A of reference, I
would suggest the following:
4b: Add House Permanent Select Committee on
Intelligence to the list of regular
recipients of the NID.
4c: Change "seven" to "eight."
4g (1): Revise to include reference to HPSCI.
4g (2), (3), & (4): Other components of the Agency
may continue to provide noteworthy support
to these investigations, but from the NFAC
viewpoint I don't see why they should be
singled out.
4g (5): Suggest this read: "In addition to the com-
mittees mentioned in 4b above, the Agency
provides briefings and reports...."
4g (6): The footnote associated with this paragraph
can be updated. During the first six months
o{1978, the Agency serviced over 800 requests
and made available nearly 2800 documents, both
classified and unclassified.
2. It is difficult to see how to put this information
into the format called for in the OMB letter of June 30, 1978.
What we furnish Congress--orally or in writing--are not re-
ports required by statute. On the other hand, there are many

"requests" for information on substantive issues. The vast
majority of these require one-time responses which could
only be considered "recurring reports" if listed by category.
You may wish to use some of the above in a footnote to the
formatted response to OMB which would describe the scale and
nature of the support rendered Congress by the Agency on sub-
stantive intelligence matters. In any case, I see no reason
to recommend a change in the material now being presented or
in the frequency or method of presentation.
