C F Approved For Release 2006/11/17: CIA-RDP81M00980R001700090018-6 Congressional adjournment scheduled mid-October. Developments on bills of major significance since last cable: 1. Intelligence Authorization - President has on his desk-legislation authorizing intelligence appropriations as required in the charters of select committees on intelligence. Specific programs authorized and amounts are not public but included in classified annexes incorporated as art of le islation. 2. Electronic Surveillance - In the face of strong opposition, House followed lead of Senate anpassed this legislation requiring judicial warrants for certain electronic surveillance in U.S. for foreign intelligence purposes. Conference action will involve several differences between two versions of bill, including importantly DCI security procedures to be followed by courts and it expected that legislation will be transmitted. to the President before adjournment. 3. Civil Service Legislation - Strong Administration efforts resulted in House passage and expect legislation will be sent to President before adjournment. Special needs of CIA and other Community entities in personnel area are preserved, e.g., exemption from Senior Executive Service established to facilitate inter-agency transfer of top officials and from authority of special counsel to act on whistle-blowing allegations involving intelligence agencies. 4. Department of State Authorization - The Conference report on the legislation authorizing kunds for he Department of State is now before both Houses, and favorable action is expected shortly. A number of matters with which we were concerned taken care of through report language rather than amendment to the respective statutes. Strong possibility of veto because contains provision allowing senior State officials to retire based on their highest one year salary rather than. highest three which White House opposes. 5. Financial Disclosure Legislation - The House may shortly consider financial disclosure legislation requiring top Government officials to file detailed financial reports. The bill now before the House contains provisions proposed by this Agency to allow intelligence employees to file non-public reports as well as additional reports as necessary reflecting their cover status. 6. Charter Legislation - The Administration Working Group continues efforts to develop Administration positions on provisions in charter legislation; these will be discussed with the Senate Select Committee on Intelligence, which still anticipates redrafting the bill for reintroduction early next year.
