C. 20515 Dear Mr. Giza, I am enclosing a biographic sketch of Mr. Herbert E. Hetu, Assistant for Public Affairs to the Director of Central Intelligence, who will address the Wilmington, North Carolina Chamber of Commerce members here at the Agency on Friday, May 12th, from 10 to 11:30 a.m. The session will begin with our multimedia slide show on the history of intelligence and Mr. Hetu will then address the group for about 20 minutes and take questions for the remaining time. As has told you, I need an alphabetized list of the attendees wi full name and verification of U.S. citizenship ten days in advance of the session. I would like to know the mode of transportation that will be used since we have very limited parking facilities here at the Agency. We find buses are easier to accommodate than private vehicles. HETU Assistant for Public Affairs to the Director of Central Intelligence Herbert E. Hetu is the assistant for public affairs to the President's primary advisor on foreign intelligence. The Director of Central Intelligence (DCI) provides the President and other government officials with foreign intelligence, including national intelligence estimates. He also develops national intelligence requirements and priorities and supervises the production and dissemination of national intelligence. In addition, the Director also acts as the executive head of the Central Intelligence Agency. Hetu was born in.Sharon, Pennsylvania on He rose to the rank of Captain in the United States Navy and held key public affairs positions with the Navy in Europe, Southeast Asia and the United States prior to his retirement on June 30, 1975. Hetu was assigned to the American Revolution Bicentennial Administration (ARBA) by the Navy in April of 1974 as Executive Assistant to the Administrator, John W. Warner, who was formerly Secretary of the Navy. In January of 1975, he became the Assistant Administrator for Communications and Public Affairs of ARBA. In that position Hetu was in overall charge of ARBA's multi-media opera- tions in support of the Nation's Bicentennial celebration. Hetu's last naval assignment was as special assistant for public affairs to the Secretary of the Navy, a position he held from January 1970 to April 1974. In 1969, he served as Director of Public Affairs in the 7th Fleet's Detachment "Charlie" in Saigon. From November of 1967 to April of 1969, he was the public affairs officer in the office of the Commander-in-Chief, U.S. Naval Forces in Europe, stationed in London, and from June 1966 to October 1967 held the post of Special Assistant for Public Affairs to the Chief of Naval Operations in Washington, D.C. He. began his naval career as a hospital corpsman in 1948. He graduated from the Officer Candidate School in Newport, Rhode Island in 1952, and was then assigned as a deck. officer aboard the heavy cruiser, USS Salem. In 1954, he was assigned to the Navy Department's Office of Information where he served as chief of the magazine and .book branch. In 1956, he was named Assistant Public Information Officer on the staff of the Commander-in-Chief of the Pacific Fleet in Pearl Harbor, Hawaii and in 1958 became Public Information Officer Approved For Release 2005/01/06 : CIA-.RDP81 M00980R001700090053-7. The Hetus have five children: Michael Bradley, Deborah Jean, Susan Louise, Patricia Ann, and on the staff of the Commander Service Force of the Pacific Fleet also located in Hawaii. In 1959, he reported as the assistant. officer in charge of the Navy Public Information Office in Hollywood, California, and in 1961 was named the Navy press officer in the Office of the Assistant Secretary of Defense for Public Affairs in Washington, D.C. Hetu became head of the audio-visual branch of the Navy's Office of Information in 1962, and in 1964 he was selected to attend Boston University's School of Public Communication. Upon completing his post graduate studies in Boston he was assigned as Public Affairs Officer for the Caribbean Sea Frontier and the Tenth Naval District in San Juan, Puerto Rico. Hetu has a Bachelor of Science degree from John Carroll University in Cleveland, Ohio, and a Master of Science in Public Relations from Boston University. His decorations and awards include the Legion of Merit; the Navy Commendation Medal with Gold Star (second award) and Combat "V"; the Navy Unit Commendation Ribbon; the Navy Occupation Service Medal with Europe Clasp; the National Defense Service Medal with Bronze Star; the Antarctic Service Medal; the Vietnam Service Medal; the Vietnamese Armed Forces Honor Medal First Class; the Republic of Vietnam Armed Forces Meritorious Unit Citation (Cross of Gallantry); and the Vietnamese Campaign Medal.
