As you know, the President called the Director to make some calls on the electronic surveillance legislation. The attached. men-to is a result of our contact with Justice. on this. Justice would also like you to make the following calls: Representative Frank Horton (R., N.Y.) Representative Tom. Railsback (R., III-) Representative Dante Fascell (D., I'la.. ) Representative Robert Giaim.o (D., Conn.) 2. Mr. Railsback is one of the few key Republicans who is leaning to support the bil.l.. The point would be to shore him up. We don't know where Horton comes out. He is an upstate New Yorker and is a liberal hawk; sort of a Republican Scoop Jackson. He is a ranking Republican on the Government Operations Com nittee. 3. I would not anticipate any problems on your calls to Fasceli and Giaimo. 4. Justice also recommended you call Representative William Poage (D., Texas) and Representative John Rhodes (R., Ariz.). Poza.ge, although a. Democrat, has signed up with Representative Robert McClory- (R., Ill.) in opposition to the bill. It is believed that Rhodes, as Minority Leader, would have to be with.
