Action Requested: Your approval of the recommendation contained in paragraph five. 2. When John Stockwell's book appeared on the scene and the Working Group was organized, I designated of m staff to be on the Working Group. At the time designated I had no idea it was going to be a full time job. I find that starting 15 May up to the presenti as spent from 9:00 a. m. to 5:00 p.m. each day with the Working Group, returning to OLC at STAT 5:00 p.m. and working until about 7:00 p.m. attempting to handle his OLC work. 1wants to take some annual leave from 8 to STAT 22 June, and Chairman of the Working Group, wants to have a replacement for 'him from OLC. I have a total of fficers, STAT work in my Liaison Staff,ln my Legislation Sta andlI in my Coordination & Review Staff. All of these people are fully committed with heavy workloads and cannot be pulled from their current STAT work to devote full time to the Working Group. 3. I have talked tol and he has written a memo to you (dated 25 May 1978) raising the problem of the extent to which our effort with the Senate Committee and our findings dovetail with the findings of the Working Group. Also our timing requirements are different. 4. We are having a meeting on 31 May with the SSCI to go over the findings OLC and Division have come up with on the SSCI report. The issue has to be determined, however, as to whether the Working Group is to verify our findings or do their own research. 5. I find it impossible to replac on the Working Group while he is on leave. Moreover, it is quite a hardship on the staff having n the Working Group now and over the long haul and I request that he be relieved of this, e~ponsibility so that he can resume his regular duties in OLC.
