Dear Mr. Chairman:
Thank you for the opportunity to comment on H.R. 10691, the
International Development Cooperation Act of 1978, which would
effect changes in the foreign economic aid program.
Because the bill is of direct concern to departments and
agencies outside of the Intelligence Community, I will defer
to those agencies more directly affected.
The Office of Management and Budget has advised that
there is no objection to the submission of this report from
.the standpoint of the Administration's program.
