SUBJECT: S. 990 and H.R. 12210
1. Thank you for the opportunity of providing our
views on the subject bills. As you know the essential
differences between S. 990 and H. R. 12210 are the following:
a. S. 990 becomes effective 60 days after
enactment or October 1, 1978, whichever is later,
while II.R. 12210 becomes effective on the date of
enactment or October 1, 1978, whichever is later.
b. S. 990 requires the CSC to report each year
regarding the operation of the special pay program,
while H.R. 12210 does not.
c. S. 990 instructs the Director, OMB to continue
investigation and evaluation of recruitment and
retention problems regarding qualified physicians
and dentists and to submit legislative proposals
and recommendations regarding these matters to
Congress by September 30, 1980. H.R. 12210
does not currently contain such a provision.
The Office of Medical Services finds S. 990 passed by the
Senate acceptable and hopes the House will pass an identical
bill.
2. Please find attached a letter I wrote as Chairman,
Committee on Pay Equity, Council of Federal Medical
Directors, on 14 June 1978 to Congresswoman Gladys Noon
Spellman, concerning S. 990 and II.R. 12210.
