Because CIA does not make
rules or promulgate regulations
which affect the public directly,
it should be possible-to assume
that we would not be affected by
.a bill like H.R. , 959, "Adminis-
trative Rule Making Reform Act
of 1927." The definition of
"rule" in Sec. 2 (a) (1) is not
clear on this point, however,
and the term "general applica-
bility" in that definition could
profitably be expanded to reflect
applicability to the public or a
significant portion of the public.
In Chapter 6, internal. rules are
.excluded from Congressional
Review, again suggesting that
the intent here is to control the
proliferation of rules affecting
.the public. We believe that the
language of the Act, or at least
the legislative history, should
state that this law is applicable
only to those rules and regula-
tions which directly affect the
actions of private citizens.
