After due consideration of the arguments posed in 25X1
Reference a., I am still firmly convinced the results of
the 1969 polygraph examination
are neither derogatory nor exonerative relative to 25X1
matters. Because of my convictions that it would be unrea-
sonable to draw any conclusions from this polygraph examina-
tion, on 7 March 1978 1 recommended to the Director of
Central Intelligence that he personally discuss the polygraph
with Congressman Dingell and that he request
Congressman Dingell to handle this material on a very guarded
basis, as opposed to outright release of the material to a 25X1
member of Congressman Dingell's staff.
