SUBJECT Fraser Subcommittee Request. for
Briefing on North Korean
Subversive Act_ivitics

1. Reference and the letter attached from the House
International Relations Committee, Subcommittee on. Inter
national. Organizations, requests a briefing from both the
Agency and the 1-13I on North Korean subversive activities,
particularly in. South Korea, Japan and the Un i. ted States.
2. We agree with the Office of Legislative Counsel that
the U. S. portion of this request should be handled by the FBI.
The initial questions, which OLC lists, are appropriate in
that Chairman Fraser asks for a brie ling in either formal or
informal closed sessions to the members as well .1 as the staff.
3. Depending on the classification and sensitivity level
of the briefing, we have to address the guest:i on of whether
the Subcommittee staff participation should l)e limited to the
designated staff members in accordance with the new Memorandum
of Understand .i.ng. Your recommcndar.-Lon is sol.ic-ited as to iwrho
would present the hr-i_efing; that is , whether it would be, done
by in LA 1)-iv-i.sI.on afficer or .the 1)DO/AI DO wit1l material
prepared by the Branch i.n collaboration w..i th the CI Staff.

Division with an information copy to the CT Staff and request
that EA Division coordinate with all interested elements in
the Directorate and provide us with recommendations on which
we can base a reply to PLC. While there is no specific dead-
line, we ask that you give this your prompt attention.
