SUBJECT : Proposed Letter to Bayh Re DDO Reduction Exercise
I have only a few suggestions:
a. Even if the Director made the statement on 6 December
attributed to him in the answer to question 3 at the bottom of
page 13, do we really want to make the statement which the last
sentence on page 13 would make.
b. The first two sentences at the top of page 14 I believe
are incorrect. NSA has termination authority similar to that of CIA.
Sep 50 U.S.C.A. 833(a).
c. The last two sentences of paragraph 2 of the answer to
question 1 on page 14 seem unnecessarily testy and belligerent.
Further they amount to a considerable overkill to the question.
