This letter is in regard to your administration's
plans to continue cuts in operational personnel at the
C.I.A.
I wish to express my extreme concern and dismay
over these continuing cuts. I am aware that these cuts
are being effected at a time when Soviet KGB and GRU
operational activities are expanding at an unprecedented
rate. Accordingly, I am requesting the House Intelligence
Committee conduct a review of your administration's actions
in light of the aforementioned reasons. To denude our op-
erational intelligence capability at this time would, be un-
wise and would signal a lack of resolve on our part.
Furthermore, should this cut continue in spite of my
cautioning, I will call for your administration to show its
sincerity by effecting proportional cuts in other Federal
agencies such as HEW, HUD, DOT, etc.
