C. 20515 14 SEP 1978 OLC 78-4010/a This letter is in response to your letter of 16 August in which you rd summary of the Inspector General (IG) proceedings on the case. As I am sure that you fully appreciate, any summary of is nature runs the risk of violating the individual's right to privacy and, indeed, the confidentiality of IG proceedings. Accordingly, I request that you treat this letter with appropriate sensitivity. A summary of the IG proceedings follows: contacted the Office of the Inspector Genera in January 1976. An investigation of the matter he brought to its attention at that time was undertaken and he was informed of the results of that investigation in a letter from then Inspector. General, Donald F. Chamberlain, on 10 February 1976. -- In a memorandum dated 3 March 1976, complained that he had not received the 10 February letter until'1 March and that it had been placed on his desk in an envelope which had been previously opened. He asked that the location of the envelope between 1 February and 1 March 1976 be traced and that the identity of the person who opened the envelope be determined. An investigation was conducted, and the results were inconclusive. It was surmised that the letter was temporarily lost in routine mail delivery. A series of interviews failed to reveal how or by whom the envelo e containing the letter had been opened. I Iwas so informed in a second letter from men inspector Chamberlain on 15 March 1976. His letter was unclear. An investigation by an IG inspector revealed that some of I points were valid but not very yonificant- Inspector General Chamberlain wrote on 1 June 1976, explaining certain points and an king him for his concern. -- John H. Waller, Inspector General, has stated that he is satisfied that the grievances and allegations which I brou ht to the IG were thoroughly investigated and that as adequately informed of the results o ose investigations. In June 1978 the IG was informed by the Office of Equal Employment Opportunity that as pursuing two EEO cases against the Agency an a a third EEO case might be initiated by him.
