In Section 508(b)(1), it might be more effective to place ,STAT MEMORANDUM FOR: the requirement for notification of the Secretary of State on the FBI Office of the Inspector General SUBJECT : S 2525, Title V, and VI and VII Issues- REFERENCE. : OLC 78-0399/34 rather than the foreign requester. In Section 508(c), deleting "as appropriate" from the proposed language in Issue 2 would ensure that the DNI is kept fully informed. 2. Title VI (NSA).:. Section 613(a)(19) should replace "secret writing systems" with clandestine cryptographic systems and techniques of the CIA." The DNI, as well as the Secretary of Defense, should be ,authorized to make certain funds available to NSA under the provisions of Section 625(b).'-,.The DNI`should be notified of all funds made available to NSA by the Secretary of Defense in this manner. d. The author?ity of the Director of NSA in Section 632 to grant access to SIGINT or COMSEC information should be in accordance with the DNI's guidance per Section 114(1). After "authorize" in the first line of Section 632 add: "in accordance with the security standards established by the DNI." This phrase should also be added to the end of the section after "(50 USC 831-835)." After .the Director shall" in the third and tenth lines of Section 662(a), add "in coordination with the DNI." Otherwise, this section should remain unchanged as CIA's SIGINT and COMSEC activities are sufficiently provided for in the amended Section 662(d). ,f. The recommendation concerning termination of NSA employees in Issue 6 should be added as a new Section 613(a)(26) rather than Section 662(a) as cited. 3.
