1. In response to referent memorandum, all requests for
briefings on matters pertaining to Section 662 of the Foreign I H
Assistance Act of 1961, as amended (Hughes/Ryan), are fully
coordinated with the DDO and the DCI by the OLC officer receiving such
a request or by me personally. Any written presentations on these matters
are either originated by the DDO or coordinatvd -dill DO fully before
TAT being signed or transmitted to the Hill. Since is the OGC
representative in the DDO, it has been presumed that he was involved in
the coordination. If that is not the case, I suggest that .grange
for consultation with nd Don Gregg, the DDO officers
responsible for preparation of materi .l:being transmitted to the Hill on
covert action prior to the information being forwarded to OLC.
2. With reference to your question on retrieval of information
from the files, we have a folder on each covert action briefing and in that
folder is a copy of the transcript (if one was taken), with the exception
of the House Permanent Select Committee who do not give us copies of
transcripts because of the FOIA problem, along with the statement and a
memorandum for the record on the briefings. We maintain a listing of
all covert action findings with notations of when each Committee was
alerted to the finding and when they were briefed. We also maintain a
file on reports to the President on these briefings and the comments
made by the Committee members. All of this material is available

within a matter of minutes. All we need is a date and what you want
from the file. As you know, Committee rules prohibit duplication
