SUBJECT: DCI Breakfast Meeting, 25 May 1978

I understand that the following Senators are scheduled to breakfast
with the Director on 25 May: John Chafee, Richard Lugar, Malcolm Wallop,
John Culver and John Danforth. In terms of legislative matters of
concern to the DCI, particularly the intelligence charter legislation,
the following information is provided for background purposes:
1. Senators Chafee, Lugar and Wallop are original
co-sponsors of S. 2525.
2. Senator Chafee has attended almost every one of the
SSCI charter hearings to date.
3. During the SSCI charter hearings which he has attended,
Senator Chafee has touched on a wide variety of.matters, the
more interesting of which include:
--restrictions on intelligence relationships with
certain categories of persons should not, as seem to be
the case in S. 2525, be based on arbitrary considerations
--wherever possible, restrictions on relationships
between intelligence agencies and non-Governmental
institutions should be a matter to be resolved by the
institutions themselves rather than through statute
--some hesitancy to endorse a listing in the statute
of specific restrictions on intelligence activities

--some disagreement with the specific provisions'
in the charter bill regarding absolute limitations on
certain relationships with journalists
--on more than one occasion, in the context of the
Government's ability to keep secrets and to enforce
sanctions against the unauthorized disclosure of
intelligence information, Senator Chafee has mentioned
the breaking of the Japanese code prior to and during
World War II as an example of extremely sensitive
information that perhaps should be very tightly held
within the Government
4. Senators Chafee, Lugar and Wallop had printed in the
Congressional Record statements to accompany the introduction
of S. 2525 on 9 February 1978; none of the statements really
dealt with substantive issues.
5. Senator Culver is Chairman of the Subcommittee on
General Legislation of the Armed Services Committee; a
Subcommittee which is likely to take jurisdiction eventually
over at least portions of the charter legislation.
