3. has requested NFAC papers including NIE's on
Middle East military balance. SSCI will prepare study on this subject
at t6o request of other Committees for Senate's consideration in
upcoming debate on President's aircraft sale proposals. Although
discouraging wide dissemination of NIE's on 1 Hill, we have
provided number of them, including 11-3/8, to SSCI in past and
recommend we do so in this instance as well. To do otherwise would
create major flap with Committee and would undermine your program
of providing more intelligence to Congress. Know you expressed some
reservations about providing NIE's on first becoming DCI so wanted
to apprise you of this development.
This is beginning of what will probably be numerous requests for
documents and briefings on this topic. Believe we should try to
handle as many of these as possible through briefings. Providing
NIE's on Middle East arm balance to SSCI carries some risk that
others may ask for them on the basis that SSCI has seen. However
believe we can defend SSCI use of NIE's although it will weaken our
position somewhat.
