SUBJECT: Providing Unclassified Publication to
Congress
1. In response to your request regarding the provision
of'an unclassified publication to Congress, I would suggest
that before we send letters directly to individual Members of
Congress that we ask the House Permanent Select. Committee on
Intelligence and the Senate Select Committee on Intelligence
whether they might be interested in providing the index of
documents to each Member of Congress rather than have it
come directly from the DCI.
2. In the past, individual members of HPSCI,.such as
Charlie Rose, have suggested that it might be useful if we
provided the Committee with unclassified information which
they could pass onto the Members of the House. While the
proposal encompasses merely an index of what documents might
be available, rather than the documents themselves, the
Committee might not wish to get.involved, but I believe we
should at least sound them out on the proposal.
3. With respect to the SSCI, when we began providing
unclassified documents to Members.of our Oversight Committees
not too long ago, the SSCI informed us that they would like
to handle the distribution of the documents rather than have
them go directly from the DCI to Members of the Oversight
Committees. Here again, I believe we owe it to the SSCI
to at least brush the proposal by them.
4. If the Director feels strongly about participation
in the distribution of the index, I am sure we could work
out a joint program with our Oversight Committees whereby
indexes would be passed to all Members of Congress under a
covering letter recognizing the DCI's desire to get as much
information as possible to the Congress supported by an
endorsement of this idea by the Oversight Committees.. 25X1
