Approved For Release 2006111121 ?CIA-RDP81 M00980R001900090054-4 OLC #78-173 f 11 May 1978 MEMORANDUM FOR THE RECORD SUBJECT: Telephone Conversation with James Bush of HPSCI on 10 Ma 1978 y , 25X1 0810 Hours 0 25X1 1. 0 Jim Bush called to request that we provide him with information on the amount of effort undertaken by the Agency in the evaluation process. He stated the Committee was about to begin studying the DCI reorganization request and the reprogramming action that had been submitted. The Committee was interested in the various evaluation shops that existed in the Intelligence Community Staff (IC Staff), the proposed Collection Tasking Staff (CTS), and the CIA (NFAC). He said they were requesting additional information from the IC Staff on the evaluation shops which were in the Resource management area and the CTS. He specifically wanted to know how many people there are involved'in the NFAC effort and a functional breakout of these poeople. He requested an organization chart as well. 25X1 2. On a separate subject, Mr. Bush was asked what was the basis for the HPSCI reduction of repositions in General Support in their markup. Specifically, did i elate to a review of the increase requested in the General Support area or was it tied to the Agency contribution to the CTS. Bush stated without hesitation that it related to General Support. They had reviewed the request for additional positions and did not feel that they were all justified" 25X1 and, therefore, had marked I br denial. Bush was told that the rationale for th"r cut was extremely important in how we formulated 25X1 our appeal. A L-Position cut in our General Support request would have a serious effect, but were they not to be restored as a result of our appeal, we would be placed in double jeopardy in that we 25X1 would lose the sitions and also be required by the DCI to ante up Agency Pitions for staffing CTS. We stood to lose, there- 25X1 fore somethin in exces f si , g s o po tions.
