C. 20505 Enclosed is a transcript of proceedings before the Evaluation Subcommittee of the House Permanent Select Committee on Intelligence and additional questions for the record. Rule 4 of the Rules of the Committee which require transcripts to be returned five days following receipt is waived and an extension is granted to September 18, 1978. Rule 4 does provide, however, that "Corrections shall be limited to grammar and minor editing, and may not be made to change the substance of the testimony." Due to the pendency of a lawsuit, the issue has been raised as to whether a copy of proceedings before a Congres- sional Committee (taken in executive session) can be reached by a Freedom of Information request. In an effort to obviate any future problems that might result due to an adverse ruling in this case, the Committee is transmitting the attached transcript with the understanding that it is provided on temporary loan and that no copies will be made thereof. In some instances, the witnesses indicated that they would supply their response or additional material for the record. These offers, as well as additional Subcommittee questions, are delineated in attachments to each transcript. Please provide these responses and additional materials with the returned transcript. Since the problem of terrorism is of keen interest to Members of the Congress and the public, it is requested. that you indicate what portions of your testimony are classified.
