Dear Mr. Carpentier:
In connection with its investigation into the circum-
stances surrounding the death of President John F. Kennedy,
the Select Committee requests access to the following:
Any and all reports or documents concerning
or referring to a Cubana Airlines flight from
Mexico City to Havana between 6:00 p.m. and
11:00 p.m. EST on 11/22/63 and the unidentified
passenger who reportedly boarded the plane late
and rode in the cockpit. Reference: CIA cable
from CIA Headquarters to Mexico City station on
12/1/63; Church Committee Report, Book V, p. 60-
61, fn. 68, 69.
Any and all reports or documents concerning or
referring to an unidentified Cuban-American who
crossed border into Mexico at Nueva Laredo from
Texas on 11/23/63 and arrived in Mexico City on
11/25/63; he flew to Havana on 11/27/63 on a
Cubana Airlines flight using an expired American
passport which was issued to him in Havana in July,
1960. He reportedly married an American woman in
August, 1962. Reference: CIA cables from Mexico
Station to CIA Headquarters on 12/3/63, 12/5/63
and 3/19/64; Church Committee Final Report, Book
V, p. 61, fn. 71-76. This information may be iden-
tical with: Gilberto Lopez, born in Havan a on 1/26/40;
issued Mexican Tourist Card #24553 in Tampa, Florid4
on 11/20/63; U.S. Passport #310162.

concerning or referring to the Fair Play for
Cuba Committee, for the years 1959-64. This
request is intended to include any and all surveil-
lance of members connected with the organization in
the~United States and foreign countries.
