MEMORANDUM OF CONVERSATION WITH JIM FELLENBAUM, SAC STAFF
In the course of a conversation with Jim Fellembaum on 22 June 1978,
I asked when he felt he could act on the FY 78 reprogramming request for
IC Staff. He told me that he had initially intended to handle it in the
FY 1979 markup which was supposed to take place in June. With things
slipping now, he appreciates the need to act on the reprogramming and
would be happy to approach Senator Stennis with an approval letter. He
can't do so until the authorizing committee (the SSCI) has acted. He
would also prefer to know the views of the House on the reprogramming.
Jim is concerned about the possibility of getting his Chairman to
act only to have the action somehow reversed or nullified by subsequent
House or Senate action-which he feels would embarass Senator Stennis.
I feel he will be quite forthcoming once the SSCI has approved the
reprogramming by letter. Dan Childs felt such a letter could be issued
following full committee action next week.
