Action Requested: Approval of a witness list for the subject hearing. This memorandum also contains information about the meeting. 2._. Background: You are scheduled to appear before the Defense Su a mmittee of the. Senate Appropriations Committee to present the FY 1979 CIA budget overview at 10:39 a.m. on Friday, 3 March 1978. 3 : 1I Unlike previous years when the Defense Subcommittee used a six-man group to review intelligence, the entire thirteen-man Subcommittee has been invited to intelligence hearings this year. This reflects the new leadership of Senator Warren G. Magnuson as Appropriations Committee Chairman (he also sits on this group), and of Senator John C . Stennis as new Defense Subcommittee Chairman. It also puts the Senate Appropriations overview of intelligence on the same basis as that of the House Appropriations Committee which has used its full Defense Subcommittee' for intelligence oversight for the past three years. Since the meeting is on a Friday morning, attendance may not be very good. 41 II Senator Stennis, of course, is an old hand on intelligence appropriations as is Senator Milton Young. Senators Proxmire, Inouye and Stevens served on the Appropriations Committee starting last year. Although the other members have not had Appropriations Committee exposure before, George Bush did once brief the Senate Budget Committee, Defense Task Force, and I am attaching our Memorandum for the Record from that session as it reflects the interests of Senator Hollings. Senator Case is one of the members of the Senate Foreign Relations Committee, Senator Sparkman is the other, who receives our covert action briefings, and Senator Schweiker was a member of the Church Committee. Also, Senator Stennis tends to hold longer hearings than was the case with Senator McClellan. They may also have a tendency to want to get off of the budget and into current intelligence about world affairs. Your best protection against this is to have a prepared presentation of some length.
