SUBJECT: Discussion with Bill Miller
Fred Hitz and I talked with Bill Miller of the 25X1
Senate Select Committee staff on Tuesday afternoon. The meeting was
set up to clarify what they desired from us and to explore how that
matched with what we had prepared.
Bill Miller stressed that he did not desire further justification
of the FY 79 reclama decision. He is concerned with the "whole range
of reconnaissance issues" and thinks that a broad background is
required for his senators to deal effectively with the appropriations
action. They want information on options and costs in time for the
conference, which will probably be next week.
Miller had been to the White House on Monday to talk with the Vice
President about the progress of SALT. He stressed again and again that
the Administration's program for intelligence did not coincide with its
ambitious policy on SALT II and SALT III. He and Danny are very con-
cerned with options for both the near term--between now and 1984 or so--
and for the post 1984/1985 period.
I told them that all they could expect to get from us quickly
would be essentially a restatement of our testimony in the spring and
the results of the SALT monitoring study which we provided to them in
February. Such a document would be consistent with what they desire,
I believe, since the monitoring study assumed the execution of the

program that went with the top line in our projections of the NFIP.
(They recognize that you're constrained and don't want to put you in
a position where you are compromised within the Executive Branch.)
Miller I lemphasized again that we should be presenting
an ambitious program to the Congress. Miller's vipw r the 25X1
intelligence cost of SALT II is on the order ofi dollars 25X1
a year and that we simply must be willing to pay that.
