For Release 2006108109: CIA-RDP81 M00980R00231MR00 18 September 1978 MEMORANDUM FOR THE RECORD SUBJECT: Provision of Appropriations Appeal to Congressional Staffers 1. Per discussion with late STAT Friday and subsequent telephone conversation with Guy McConnell on Saturday morning, I hand-delivered a draft of the Community's appropriations appeal to: Chuck Snodgrass, House Appropriations Committee; Jim Bush, HPSCI; Jim Fellenbaum, Senate Appropriations Committee and Dan Childs, Senate Select Committee. The purpose of providing a draft was to allow the staffs to begin preparations for conference. 2. Of all recipients only Chuck Snodgrass reacted in any way negatively. He chided me for not having provided the appeal earlier and in effect, wasting two weeks of his time when he could have been .working in preparation for conference. He stated that other committee staffers had received the defense appeal "a couple of weeks ago." He checked on the date that the Committee had received the DoD appeal, and, to his surprise, learned that it was dated 1 August. He then conceded that such a situation was only made possible because DoD had permanent staffers assigned to the Hill. Chuck acknowledged that he was not in any way urging that we adopt a similar arrangement. 3. In response to a direct question, Chuck also conceded that he had not yet received the DoD IRA appeal, but that it was promised, signed and was to be delivered in final form later today. He had not seen a draft. 4. Chuck asked me if he could assume that the draft I had delivered was the Administration's final and unchanging position, and whether he could proceed to call meetings and do other final preparations on the basis of what it contained. I replied that as far as I knew it was a late draft, it was in the final stages of coordination around the Community, the DCI had seen it at least once, but that it could change Approved For Release 2006/08/09: CIA-RDP81M00980R002300010061-9 Approved For Release 2006/08/09: CIA-R DP81'M00980R002300010061-9 should there be any action by the Senate eithf'r in full Committee or on the Floor. I reminded Chuck that Guy McConnell was reluctant to agree to releasing the appeal before final senate action; but had agreed to do so only because he appreciat!d the staff problem in getting ready for conference.
