To assist us in this difficult task, a broad appraisal of the Intelligence Community -- its strengths and weaknesses would be most helpful. Accordingly, it is requested that you provide the Committee a substantive briefing which focuses on the following: -- An evaluation of the Community's per- formance during the past year, high- lighting major substantive accomplish- ments; Key U.S. decisionmakers' needs which are or will impose new or increased demands on intelligence; Gaps or limitations in our current capabilities to respond to these needs; and The implications of these factors on the scope and thrust of i.ntelli-- gence over the next five years. We would like to focus on your assessment of the Community's past performance, and the implications of U.S. foreign pol- icy objectives on the Intelligence Community's ability to respond to policymakers' substantive needs in the future. If possible, we would like this presentation be- fore commencing the annual budget authorization process, to enable us to better relate performance and substan- tive needs to resource requirements.
