SUBJECT . Interpretation of Clark Amendment
1. The Deputy Chairman of the Special Coordination
Committee asked the DCI at the 7 April 1978 meeting of the.
Committee for an opinion as to the interpretation of the
Clark Amendment.
2. Specifically, does the phrase:
"-(1) a description of the amounts and categories
of assistance which he recommends to be auhtorized"
mean that Congress must pass authorizing legislation?
