Grant Miller, Legislative Liaison, Office of the Secretary of Defense, to discuss the implementation of the issuance of compartmented clearances to the Legislative Branch under the newly established guidelines. The meetingSTAT was held in Room 313899, of the Pentagon, and lasted from 1000 hours to 1130 hours. The following were resent? Col. Grant Miller, Major Pat Sweeney and Tvlar Mann, DOD; Acting Chief/S ecial Security Center; Clearance Division, OS; Office of Legislative Counsel; and the undersigned. STAT 2. 0 I explained the background of the program and STAT that CIA's role would be one of overseeing the granting of compartmented clearances. Col. Miller strongly supported the program as highly necessary since compartmented clearances have been issued by various elements within Defense over the years and he has no clear picture as to who on the Hill presently holds clearances. Mr. Anderson said that a complete printout has been made listing all of the clearances for the Legislative Branch issued by Defense and he would arrange a meeting with the security people at DIA who process the clearances for all of Defense to go over the list. Anderson will then give a corrected listing to Col. Miller. 3. II Col. Miller felt that the biggest problem which the Agency will face is the issue of denying compartmented clearances to S. Res. 4 Senate staff employees. Ile knows that several S. Res. 4 employees currently have access to compartmented clearances involving military matters with the Senate Armed Services Committee. Col. Miller felt certain that Chairman John C. Stennis (D., Miss.) and Staff Director Frank Sullivan, of the Committee, will support the Agency. Major Sweeney has only been assigned to the staff for two weeks and at the conclusion of the meeting he said. he would be calling me to see if it could be arranged for him to come out and visit the Agency and discuss our interrelationships in general.
