MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Senator Henry Jackson, Ms. Fosdick,
and Mr. Richard Perle, 6 October 1978
1. In the course of a discussion on the possible compromise of
classified materials as a result of transmissions of such material from
25X1 f the CIA to Mr. Richard Perle of Senator Jackson's
office, the following arrangements were reached:
a. Senator Jackson gave his personal pledge of
responsibility for Mr. Perle and his future actions in
handling classified material.
b. Mr. Perle gave his personal pledge that he would
adhere to the established control procedures with regard
to handling classified materials between himself and the
CIA in the future.
c. Mr. Perle returned a package of classified materials
to Mr. Hitz of the CIA.
d. Mr. Perle certified that the materials returned to
Mr. Hitz were all of the materials he had on hand from the
CIA, but clearly indicated there might be more that he had
received from other sources. (I subsequently notified the
Secretary of Defense to this effect on the same date.)
e. I agreed that we would review the procedures by
which we make materials available to Members of Congress
other than the Select Committees and come back to Senator
Jackson and Mr. Perle. Senator Jackson pointed out that
the present procedures are sometimes erratic. He also did
