however, is that understanding that Mr.
Robert Gambino, , as part of this program, wants to
assume complete evaluating responsibility for the entire
Community to ajudicate the security suitability of congressional
staffers for access to compartmented information. It is his
further understanding that if a security issue evolves, the
Director of Security would negotiate this with the Chairman
of the particular committee involved, even though the Agency
is not directly involved with the Committee. I strongly
doubt that this is the scope of the program intended by our
office.
