SUBJECT: Conversation with Mr. William Miller, Director,
Senate Select Committee on Intelligence Staff
1. At the suggestion of I nd with the
concurrence of the OLC, I spoke on 23 May 1978 on the secure
telephone with Mr. William Miller of the Senate Select Com-
mittee on Intelligence. I explained to M];_ Miller -Lrhv WE,
were so concerned about the SSCI's reporti
-- The overall charge that we had "misled Congress"`
was unfair.
allegation, the report mentions two isolated instances
which were immediately corrected and edits another of
our cables to change the meaning of the message to sup-
port the allegation. Furthermore, the charge that we
had provided false information about
aircraft was also based on quoting from paragraph two ot
the memorandum in question and omitting paragraph one,
which clearly sets forth the information which we are
falsely accused of withholding from Congress.
2. We also noted that Mr. Moore had not promised to show
us his report in advance, but he had promised, to bring to our
attention any points of criticism of CIA before submitting
the report.
3. Mr. killer said he was willing to make revisions in
the report to take care of these misimpressions caused by
editing. I said. it was not just a matter of correcting a
few incidental points, but we sought the withdrawal of the
basic allegation that we had misled Congress. Mr. Miller
said he would :onsider whatever rebuttal. we might have to
offer, and that if it is convincing., he would be willing
to change the report.

4. I to--d Mr. Miller that a report which is clearly
biased and unfair in its editing of the messages it cites
is bound to raise serious questions among our operations
officers as to: its purpose. To some it would appear that
in supporting Stockwell's allegations, the Committee Staff
might be siding with Stockwell's assertion that a clandestine
intelligence Service is not needed for our national security.
5. Mr. Miller assured me that this was not the case.
We agreed that we would provide him with our rebuttal and
he could do his best to see that it received a fair hearing.
