SUBJECT: Telephone Conversation with Marshall Shulman
re Press Statement on Soviet MIG-23
1. The morning of 30 October I had a phone call from
Marshall Shulman of the State Department. He was preparing a
response to questions that the State Department Press Officer
would expect Io receive at a noon press conference on the subject
of the press report today that the Soviets have given the MIG-23
jet fighters to Cuba.
2. Shulman proposed to respond to questions by saying that
we had indications there were MIG-23's but we were still looking
at it. I told him I thought that was a bad idea and that we
should simply say we didn't comment on topics of this sort. He
agreed to do that.
