Thank you for your January 10, 1978, referral of
Mr. Edward Dec's letter concerning possible Soviet
manipulation of the weather.
The Soviets do have a large research program on
weather modification, but we have no evidence that any
Soviet activities or experiments have affected the
climate in the United States or Europe or have been
conducted in an attempt to do so. Nor do we know of
any experiments conducted anywhere that show that the
position of the jet stream can be influenced by high
power radio waves or signals.
You may be assured that we make every effort to
follow Soviet research and development in these and
other areas that could have a bearing on our vital
national interests.
