SUBJECT: Charter Legislation
1. In conjunction with Title II of the forthcoming charter legislation,
I would like to understand what written "guidelines" you are working under
right now. I wonder if you could research the different categories of both
covert action and clandestine collection to determine what specific rules
are set forth for you for each such category. This would include the
National Security Act, Executive Order 12036, Agency regulations and DDO
notices, among others.
2. I'd appreciate if you could get someone to move on this fairly
quickly. It seems very important to me that we.try to insure that the
forthcoming charter legislation not go further than the limits which we
already have unless it appears desirable. It also seems important that
we insure that, where appropriate, the forthcoming legislation covers topics
that we think are important to cover because the charter legislation will
not-only place limits on us, it will authorize us to.do things. We want
to insure that this legislation has a positive tone and gives us support
for taking actions which are illegal in the foreign environment in which
taken. In short, I'm looking for help in beginning to move the charter
legislation consideration onto a positive ground and need your help.
