SUBJECT Request from Senator Daniel P. Moynihan
1. Attached is a suggested reply to a question from
Senator Moynihan which he has put to the Office of Legisla-
tive Counsel (OLC) via the staff of the Senate Select Committee
on Intelligence (SSCI).
2. I have discussed the reply with Mr. Frank Wisner who
is the only member of the Interagency Working Group on Angola
from the Department of State who is now in Washington.
3. With your concurrence we will pass the attached reply
to the OLC for Senator Moynihan.
