SUBJECT: Conversation with Dr. Brzezinski,

10. In addition, I delivered the OLC memorandum (ER 78-8365/24)
on notification under Hughes-Ryan of covert actions and congressional
responses. Brzezinski understood that I didn't expect this really to go
to the President unless some individual part of it appeared to him to be
worthy of the President's interests.
