SUBJECT: Danny Childs' Request for Appointment
to Discuss FY 79 Budget
I talked to Danny Childs today about his request to
speak to you one-on-one concerning the FY 79 intelligence
community budget. I had earlier sought'to find out about
the request from Bill Miller who had been unaware of it.
Apparently Danny proceeded independently and without
notifying Bill who was not in last Friday when the call
was placed. Mr. Miller has since conferred with Danny and
approves Danny's request.
It is Danny's perception that you may not have been
fully informed on all of the circumstances surrounding
the actions taken by the SSCI on our budget this year; why
they did what they did; what were the possible choices open
to them. He states that he simply wants to communicate
these matters to you to clear up any possible misunderstanding.
I asked him if he had any objection to me or
being present. He said that while he had no strong feelings
about it, he would prefer to do it one-on-one.
We have taken steps to make certain that an appointment
like this is not placed on your schedule in the future without
some comment by OLC. In this case, through inadvertence, we
were only apprised of it after the appointment had been
scheduled.. I believe it would be unwise for you not to see
Danny at this juncture. He would feel that we and the forces
of protocol had ganged up on him to deprive him of a hearing.
This would make no difference to me, if I were not convinced.

I will not be available on 18 October; (Our Conference
is going on at the Farm) but I would suggest that
.b.e with you during the meeting, if it is not_possile.to
reschedule it for a time when I can be present.
