LIAISON Received a call from George Krauss, GPO, who gave me the GPO jacket number for the Senate Select Committee on Intelligence report entitled "National Security Secrets and the Administration of Justice." 25X1 6. LIAISON Received a call from Keith Raffel, Senate Select Committee on Intelligence staff, who indicated he and Bill Miller, Committee Staff Director, had seen an 11 October article in the Washington Star suggesting that French intelligence services were aiding.Quebec separatists. Raffel asked if we had any information on this. 25X1 7. LIAISON Received a call from Ben Marshall, Security Director, Senate Select Committee on intelligence, who said he had been asked by Pat Sweeney, Legislative Liaison, DOD, to supply a list of all staff members who have CIA clearances so that DOD can grant them Top Secret clearances. Marshall was unhappy about this request and asked if DOD couldn't be satisfied through working with the Agency. I agreed to look into this for him. 25X1 8. LIAISON Received a call from ./Audrey Hatry, Clerk, Senate Select Committee on intelligence staff, who said Bill Miller, Committee Staff Director, had asked for a substantive intelligence briefing on 31 October about NIE 11/4. 25X 25X1 10. LIAISON NIO/USSR, 25; briefed a group of Senators and staffers w o will e traveling to ' the Soviet Union in mid-November. Senator Abraham Ribicoff (D., Conn.),! Chairman of the delegation, was present along with Senators Henry Bellmon (R., Okla.), Thomas Eagleton (D., Mo.), John Durkin (R., N.H.), John Glenn (D., Ohio), Dennis DeConcini (D., Ariz.), Richard Schweiker (R., Pa.), and Paul Laxalt (R., Nev.). The Senators had been invited to visit the USSR by Supreme Soviet. A number of staffers and a re resentative of the State Department sat in 25X1 on the briefing. I Icommented on the current political situation in the Soviet Union, of the Soviet political structure, and on some of the personalities whom the Senators were likely to meet. Followin the briefing, Senator Bellmon unexpectedly suggested 25X1 that meet the group in Rabat, Afghanistan, and debrief them on the plane on the way back. We would look into the feasibility of accepting the Senator's suggestion. 25X1 18. LIAISON Called Tom Latimer, House Permanent Select Committee on Intelligence Staff Director, and advised him of the Hou e Select Committee on Assassinations 25X1 attempt to serve with a subpoena. Latimer indicated that the House Permanent Select Committee on Intelligence would not want to become involved and I said I just wanted to make sure in light of their primacy of jurisdiction. 25X1 19? LEGISLATION Spoke further with arl Eisen ower, 'Senate Select Committee on Intelligence staff, about the status of H.R. 12171. It appears our interests are still being looked at. 25X1 20. LIAISON Called Howard Liebengood, Legislative Assistant in t e office of Senate Minority Leader Howard Baker (R., Tenn.), in connection with the possible interest of Senator Baker in the upcoming GAO report. Liebengood appreciated our thinking of the Senator's interest and recommended to GAO that a copy of the report be sent to Senator Baker, Attention: Howard Liebengood. This will be done. We further discussed our interest in H.R. 12171. 25X1 21. LIAISON Per her request, I sent to Nancy Carmen, house International Relations Committee staff, the publication entitled "Chiefs of State and Cabinet Members of Foreign Governments."
